ST. ANTHONY’S COLLEGE SHILLONG ALUMNI ASSOCIATION (SACSAA) CONSTITUTION




Article 1: The Association

  1. The St. Anthony's College Shillong Alumni Association (hereinafter referred to as "SACSAA") is a voluntary organization composed of alumni of St. Anthony's College, Shillong.
  2. Membership shall consist of individuals who have completed at least one academic year at the College and have expressed a desire to maintain a lifelong relationship with the institution.
  3. Faculty members or other staff who are on a confirmed post in the college shall also be considered members of the association.
  4. This association SACSAA is affiliated to the parent body of the Indian National Federation of the Past Pupils of Don Bosco.

Article 2: Aims and Objectives of the Association

  1. To promote fellowship among past students and connect them to their alma mater
  2. To assist in the advancement and growth of the College by networking with the alumni
  3. To contribute to the development of society in keeping with the values imparted by the College through the alumni members.
  4. To facilitate interaction among alumni for personal, professional, and social development.
  5. To facilitate career networking opportunities and job placements for alumni and current students.
  6. To connect and collaborate with alumni in industry and corporate sector to enable better networking and knowledge sharing.
  7. To create career opportunities and training for the current students of the college and prepare them for the job market
  8. To help in providing formal and technical education to the economically weak students.
  9. To reach out to society to identify causes of drop outs and provide them means to pursue higher education
  10. To keep alive the college’s history and celebrate achievements and events of the college bringing together alumni and current members.
  11. To promote alumni volunteering and involvement in various activities, such as mentoring, guest lectures, and college committees.
  12. To establish a robust online presence for the alumni network through websites, newsletters, and social media and other means of communication
  13. To raise funds to support scholarships, infrastructure, and academic initiatives that benefit the current student body and the institution
  14. Provide academic internships, projects and hands on practice to the current students of the college and connect to such alumni set ups.
  15. Connect to established alumni entrepreneurs to mentor and guide current students who need so.

Article 3: Enrolment and Membership

  1. Eligibility for membership shall be confined to former students of St. Anthony's College who have completed a minimum of one year of academic instruction.
  2. Prospective members shall submit a formal written application, accompanied by the prescribed membership fee, to the Secretary of the Association.
  3. The Executive Committee shall review and approve applications at its discretion.

    2. Annual Membership
    3. Life Membership (Life Members shall receive a Life Membership Card)
  4. Regional or international sub-units of SACSAA may be constituted with prior approval of the Executive Committee.

Article 4: Rights of Members

  1. To vote during meetings and elections of the Association.
  2. To receive official publications and communications of the Association.
  3. To avail of other benefits and privileges accorded by the Association.

Article 5: Activities

  1. All activities undertaken by the Association shall be consistent with its stated aims and objectives.
  2. The association shall have monthly meetings to plan and review its activities specified in the aims and objectives.
  3. Members shall be encouraged to participate individually and collectively in projects that promote the mission of SACSAA.
  4. The association shall conduct career oriented training and placement related activities to the current students of the college.
  5. The association shall do fund generating activities in and outside of the college campus to aid realizing the aims and objectives of SACSAA.

Article 6: Tasks of the Association

  1. To convene the Annual General Assembly (AGA).
  2. To organize events aimed at the personal and communal development of members, such as:
  3. Research and intervention on issues affecting marginalized youth.
  4. Leadership and career training initiatives.
  5. Educational, cultural, spiritual, and social programmes.
  6. Youth empowerment and civic engagement campaigns.

Article 7: Annual General Assembly (AGA)

  1. The AGA shall be the supreme decision-making body of SACSAA.
  2. The AGA shall be convened annually and shall be open to all alumni.
  3. Only registered and dues-paying members shall have voting rights.

Article 8: Powers and Functions of the AGA

  1. To deliberate upon and pass resolutions on Association matters.
  2. To consider and adopt the Annual Report and audited Financial Statement.
  3. To elect Executive Committee members.
  4. To determine the membership subscription fees.

Article 9: The Executive Committee

  1. The Executive Committee shall serve as the administrative and executive body of SACSAA.
  2. It shall consist of:
    1. President
    2. Vice-President
    3. Secretary
    4. Joint Secretary
    5. Treasurer
    6. Publicity Officer
    7. Delegate
    8. Six (6) elected Executive Members
  3. The Committee may co-opt additional members without voting rights, provided the total number of co-opted members does not exceed that of elected members.
  4. Meetings shall be held monthly or as deemed necessary by the President.
  5. A quorum shall be constituted by more than half of the elected members.

Article 10: The President

  1. The President shall represent SACSAA in all external and internal affairs.
  2. He shall convene and preside over the AGA and Executive Committee meetings.
  3. He shall prepare meeting agendas and ensure effective communication with the Delegate.
  4. The President shall evaluate each major event and perform quarterly performance assessments.

Article 11: The Vice-President

  1. The Vice-President shall act on behalf of the President in his absence.
  2. He shall actively participate in all meetings and assist the President.

Article 12: The Secretary

  1. The Secretary shall maintain a current registry of members.
  2. He shall issue meeting notices and handle all correspondence.
  3. He shall record and present minutes of all meetings.
  4. He shall maintain chronicles, archives, and official records.
  5. Upon completion of tenure, the Secretary shall hand over all documents to the successor.

Article 13: The Joint Secretary

  1. The Joint Secretary shall assume the duties of the Secretary in his absence.
  2. He shall provide assistance in all Association matters.

Article 14: The Treasurer

  1. The Treasurer shall manage all financial transactions and maintain accurate records.
  2. He shall prepare the audited financial report for AGA approval.
  3. The Association's funds shall be maintained in a bank account requiring dual signatories (President, Secretary, or Treasurer).
  4. Upon completion of tenure, the Treasurer shall hand over all records and balances to the incoming Treasurer.

Article 15: The Publicity officer

  1. The publicity officer shall over see to dissipating all news of the association to the relevant stake holders.
  2. The publicity officer shall keep informed to the college about the activities planned by the association.
  3. The publicity officer shall use means and platforms to make known to the public the activities of the association.
  4. The publicity officer shall with the knowledge of the executive body over see the publication of its periodical magazine called “IN TOUCH”.

Article 16: The Delegate

  1. The delegate is appointed to the association by the Salesian Provincial of the Shillong Province, the president of the sponsoring body of the college,
  2. The Delegate shall oversee the continued development of alumni members.
  3. He shall perform his duties via active engagement, correspondence, and presence at meetings.
  4. In cases where the Delegate is not the Rector of the college, he shall regularly update the Rector on Association activities.
  5. The Delegate shall attend all meetings and stay informed of developments in his absence.

Article 17: Executive Members

  1. Executive Members shall participate in Committee meetings with full voting rights.
  2. They may be assigned specific duties as determined by the Committee.

Article 18: Election Rules

  1. Elections shall occur every three (3) years.
  2. The AGA shall elect Executive Committee members by simple majority.
  3. If no majority is achieved in the first ballot, subsequent ballots shall include only top-ranking candidates receiving at least 50% of the votes.
  4. Only registered and paying members may vote or contest.
  5. The Electoral Commission (EC) shall adjudicate candidate eligibility, and its decisions shall be final.
  6. Nominations must be submitted in writing on the prescribed form, endorsed by two registered members.

Article 19: Electoral Commission (EC)

  1. The EC shall consist of:
    1. The Delegate (Chair)
    2. A nominee from the Executive Committee (non-contesting)
    3. An independent individual not affiliated with SACSAA
  2. The independent member shall be appointed by the outgoing Committee.
  3. The EC shall oversee all electoral proceedings and maintain relevant documentation.
  4. It shall have the authority to reject nominations and its decisions shall be final.

Article 20: Vacancies

  1. If a vacancy occurs, the AGA shall elect a replacement member.

Article 21: Discipline

  1. Any officer absent for three consecutive meetings without valid reason shall forfeit their office.
  2. Members found guilty of misconduct or actions prejudicial to the Association may be removed by the Executive Committee.

Article 22: Secretariat

  1. The Association shall maintain an official Secretariat at St. Anthony's College, Shillong.

Article 23: Newsletter

  1. The Association shall publish a newsletter, with frequency as determined by the AGA.

Article 24: Emblem

  1. SACSAA shall adopt an official emblem approved by the AGA.

Article 25: Motto

  1. The official motto of the Association shall be: "MAKE A DIFFERENCE".

Article 26: Finances

  1. The Association may accept subscriptions, donations, and grants from individuals and organizations.

Article 27: Contingency Events

  1. (i) All matters that need legal or expert advice, the association shall be ruled by its constitution and the expert advice of the legal fraternity.

Article 28: : Adoption of the Constitution

  1. This Constitution shall be adopted upon approval by a two-thirds majority of the AGA members present.

Article 29: Amendments

  1. Any amendment shall require approval by a majority vote exceeding one-half of the AGA members present and voting.
